Gilbert Blue Feather Rosas
2026 Administrator Award for Excellence in Environmental Education
The California Environmental Education Foundation (CEEF) is thrilled to award the 2026 Excellence in Environmental Education Award in the Administrator category to Gilbert Blue Feather Rosas, Director II of Sustainability & Adaptation for Modesto City Schools.
There are educators and administrators who improve schools, and then there are visionary leaders who transform entire communities while inspiring the next generation to continue the work. Gilbert Blue Feather Rosas is one of those rare leaders.
In his role for Modesto City Schools, Gilbert has become one of California's, and the nation's, leading voices in environmental sustainability, climate justice, and clean energy education. His work has earned national recognition for successfully securing millions of dollars in grant funding, rapidly deploying electric school buses, expanding renewable energy infrastructure, and creating healthier learning environments for thousands of students. Under his leadership, Modesto City Schools has transitioned nearly half of its diesel bus fleet to battery-electric buses, installed solar infrastructure, expanded outdoor learning environments, equipped every school with air-quality monitoring systems, and built one of California's most comprehensive district-wide sustainability programs.
Gilbert's greatest accomplishment cannot be measured by dollars secured, buses electrified, or solar panels installed.
His greatest legacy is the students he has chosen to mentor.
Rather than simply implementing sustainability projects, Gilbert intentionally invites students into every phase of the process. He believes young people should not merely observe environmental change, they should help lead it. Whether students are analyzing district energy consumption, monitoring local air quality, participating in paid sustainability internships, or presenting research to community leaders, Gilbert ensures they are active participants in solving real-world problems. Through programs such as the Climate Action Pathways for Schools (CAPS), students gain hands-on experience in energy management, environmental science, engineering, public speaking, data analysis, and leadership while preparing for emerging careers in the rapidly growing green economy.
Gilbert often reminds students that sustainability is not simply about protecting the environment, it is about creating opportunity.
His commitment to environmental justice has been especially impactful in disadvantaged communities, where access to clean transportation, healthy air, and green career pathways can change the trajectory of a student's life. His leadership in electric school bus deployment has become a national model, demonstrating that investments in clean energy can simultaneously improve student health, reduce greenhouse gas emissions, save taxpayer dollars, and prepare students for tomorrow's workforce.
One of Gilbert's defining characteristics is his belief that every sustainability project should also be an educational opportunity. He has consistently transformed district infrastructure improvements into living laboratories where students can collect real-time data, evaluate outcomes, and witness firsthand how innovation improves communities. As he has often shared, "Electric buses are a symbol of hope and means of change." For Gilbert, those buses represent far more than new technology—they represent healthier children, cleaner neighborhoods, and a future built by students who understand that they can make a difference.
Throughout his career, Gilbert has never measured success solely by the projects completed. Instead, he measures success by the people prepared to continue the journey.
As he reflects on his retirement, Gilbert expresses that philosophy beautifully: "I am grateful for all the records and success we had in Sustainability; Grants, Investment Tax Credits, Workforce Development, and Student Outreach.” While those accomplishments are extraordinary, his vision extends well beyond them as he explains, "Starting 9/1/26, we will be retired. Our next Sustainability chapter IS regenerative farming on 15-acres in Tennessee.”
Even in retirement, Gilbert's mission remains unchanged: "Looking forward to teaching students (and adults) how we can grow healthier food and happier livestock. What is more important than the food we eat or the air we breathe?" Perhaps no quote better captures Gilbert's lifelong philosophy than this: "We want more life… in our life." That statement reflects not only his dedication to protecting the planet but also his belief that education should enrich lives, strengthen communities, and inspire future generations to continue building a healthier world.
The California Environmental Education Foundation's 2026 Excellence in Environmental Education Award recognizes Gilbert Blue Feather Rosas for outstanding leadership as an administrator. Those who have had the privilege of working alongside him know this award celebrates something even greater, a leader who understood that the most important investment we can make is not simply in sustainable infrastructure, but in the young people who will one day inherit the leadership of it.
By mentoring students, empowering educators, and creating opportunities where others saw challenges, Gilbert has ensured that the torch of environmental leadership will continue to burn brightly long after his own remarkable career concludes. As Gilbert closed our conversation his message was, "We wish all of our friends and colleagues in education continued success. A'ho."
